What is autonomy and self-government meant for Indigenous Peoples? how indigenous peoples can exercise right to self-determination? realize self-rule, self-government and autonomy? Nepal government has voted yes to UN Declaration on the rights of Indigenous Peoples (UNDRIP) in 2007, Its article 3 says, Indigenous Peoples' have right to self-determination', Article 4 further clarifies that Indigenous peoples exercise right to self-determination through self-rule, self-government and autonomy.
In relation to devising Guthi Bill, though as per international laws, the government is legally bound to seek free prior and informed consent (FPIC) from indigenous communities, especially from Newar Indigenous peoples, before formulating any law, policy and rules or designing programs and projects on their ancestral lands, but failed to fulfill FPIC while formulating Guthi bill says, Dr. Krishna Bahadur Bhattachan.

Dr. Krishna Bahadur Bhattachan is one of the leading sociologists and indigenous activists in Nepal. In 1981, he started his teaching career as one of the founding faculty members of the Department of Sociology and Anthropology in Tribhuvan University, now is a professor of Sociology at the University. He received his doctorate from University of California, Berkeley in the year 1993. After his return to Nepal, he has contributed a lot in the transformation of the Nepalese society for social equity and equality. By now, he has presented hundreds of papers in the international and national seminars, published innumerable articles and wrote hundreds of books on Nepalese society, culture and ethno-politics and so forth. His works are more focused on the right-based social movements of minority groups namely indigenous nationalities, women, dalits (terms as lower caste/untouchable), Madhesi (people of southern plain land), language and religious groups. He has contributed a lot in encouraging different suppressed, oppressed and marginalized groups to get organized, stand up, socially mobilized and claim their rights.
